Características de las migraciones en América Latina

Resumen

La migración es uno de los problemas globales que incide con mayor intensidad a América Latina. Los altos índices de pobreza, la desigualdad y el subdesarrollo, guardan estrecha relación con los procesos migratorios en la región, haciendo que los movimientos de personas impacten significativamente en los países receptores y emisores de los migrantes. El presente artículo muestra cómo se han manifestado las migraciones en América Latina y sus principales características.

Abstract

The migration is one the global problems that affects in a strong way Latin America. The high poverty rates, the inequality, and the underdevelopment are closely related to the migratory processes in the region. As a result, the movements of people have a significant impact on the countries which receive migrants and those that provide them. This article shows how the migrations in Latin America had happened and their main characteristics.

Refugiados medioambientales: Las islas del Pacífico Sur, el desafío del cambio climático y una brecha en el derecho internacional.

Resumen

El cambio climático es definido por Naciones Unidas como el mayor desafío que encara la humanidad. Sus impactos afectan hoy globalmente a países y ecosistemas, pero son particularmente inmediatos para comunidades que viven desplazamientos forzosos por desastres naturales y procesos de largo plazo como sequía y elevación del nivel del mar. Hoy, las figuras “desplazado medioambiental”, “refugiado medioambiental” o “refugiado climático” no están reconocidas en el derecho internacional. Se hace impostergable llenar ese vacío legal para comprender y afrontar este fenómeno, dar reconocimiento al número creciente de personas y comunidades migrando por razones medioambientales y asegurar la protección de sus derechos.

Abstract

Climate change has been labelled by United Nations as the biggest challenge faced by humankind. The consequences of global warming are impacting countries and ecosystems worldwide, but among the most vulnerable are communities which are already experiencing forced displacement by natural disasters or long-term, slow-onset environmental processes such as drought or sea-level rise. Terms such as environmentally displaced person, environmental refugee or climate refugee are increasingly being used in the face of current climate trends but there is no legally binding international recognition or protection for the growing number of climate migrants. Filling the gap in international law is imperative in order to address the situation of climate migrants and ensure the protection of their rights.

La migración irregular cubana y su impacto en el contexto regional de Centroamérica 2015 – 2019.

Resumen

La migración irregular cubana en la última década ha sufrido diversas transformaciones, motivadas en gran medida por la actualización y flexibilización de la política migratoria de Cuba. Esto representa sin dudas un desafío para la economía cubana a partir de experimentar un crecimiento en la población no activa frente a la disminución sensible de cubanos que con edad laboral se incorporan a trabajar. La disminución en los últimos años del número de migrantes cubanos, está relacionado con la capacidad del gobierno cubano de revertir el contexto adverso que favorece la emigración a partir de las políticas migratorias implementadas y la no estimulación que representó la eliminación de la política norteamericana de pies secos/pies mojados.

Abstract

Cuban irregular migration in the last decade has changed due to the updating and the flexibilization of Cuba's migration policy. This represents a challenge for the Cuban economy in a context of growing of the non-active population, and facing the noticeable decrease of Cubans in the age of working that effectively work. The decreasing number of Cuban migrants in recent years is related to the ability of the Cuban government to reverse the context that motivates migration based on the policies implemented in this area and the elimination of the policy of dry feet/ wet feet by the US government.
